The people with whom the Europeans came into contact responded in different ways, as their own political necessities and values dictated.

As more and more Third World countries ran into greater difficulties servicing the huge loans made to them by Northern banks and multilateral institutions in the 1970s, pressure to adopt structural adjustment policies (SAPs) grew strong as a wide range of bilateral and multilateral donors insisted upon economic reform as a condition for the disbursement of funds and for rescheduling the debt.

This is an epoch in which the Millennium Development Goals (MDGs), set in the year 2000 by the global community to halve poverty and hunger, arrest diseases and environmental degradation, help newborn babies survive infancy and educate them in childhood by 2015, will not be met in post-colonial Africa (Poku and Whitman 30 | Two 2011). Across the continent, domestic economies remain fraught with a wide range of problems, many of which have existed since the 1960s, but which have been compounded with the passage of time.
